  1. Is there a Gerber plugin for Qcad or is there anyone here who know of a stand-alone dxf to gerber converter that runs on Linux. ?

  2. Autocad has a Gerber plugin and you can create gerber files from DXF.
    Is there any way that Autocad plugins work on Qcad,

There is virtually no chance that an AutoCAD plugin will work with QCAD - why would it?

For Gerber files you might want to look at using KiCAD
